This error has two main causes. The first is that the System Reserved partition does not have enough free space. The second is a corrupted Microsoft .NET Framework installation. VPN software can also interfere with Windows Update and trigger this error.

Fix 1: Expand the System Reserved Partition

Windows needs at least 100 MB of free space on the System Reserved partition to install updates. Use a third-party partition manager like MiniTool Partition Wizard Free to resize the partition.
